Hardcover within the 0-75' setback area will be Teduced by 296 s.f. or <br /> 3.10%. 361 s.f. or 3.78% of that hardcover consists of the allowed 188 <br /> s.f. for the stair and landing structure and 173 s.f. of rock walls needed <br /> to retain steep lakeshore bank. <br /> B. No other increases in hardcover improvements are proposed on the <br /> property. Hardcover is maintained at 25.46% in the 75-250' setback area <br /> and at 0% in the 250-500' setback area. <br /> C. Additional fill will be required to provide slopes that can maintain <br /> groundcover minimizing potential of further erosion in the area of �he <br /> boathouse that will be removed in the summer of 1995. <br /> D. The e�isting srairs and rock wails are ir. a serious state of disrepair. No I <br /> further expansion in retaining walls will be proposed but merely <br /> maintenance repairs to existing walls in order to ensure the stabilization <br /> of existing steep lakeshore bank. <br /> 4. The City Council finds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting the variances would not adversely affect traffic conditions, liQht, air nor <br /> pose a fire hazard or other danQer to neighboring property; would not merely <br /> serve as a convenience to the applicar�t, but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to preserve a substantial property <br /> right of the applicant; and would be in keeping with the spirit and intent of the <br /> Zoning Code and Comprehensive Plan of the City. <br /> 5.
