MAINTENANCE OF PRIVATE PROPERTY. <br /> Subd. l. Zt is the duty of the owner of every vacant property ana the <br /> owner and occupant of every occupied property to maintain same in a <br /> neat , clean ann presentable manner free of any junk, debris , refuse , <br /> litter, dead trees, or noxious weeds, and to remove all other publ-c <br /> health or safety hazards therefrom. <br /> Subd. 2.
