L�v�,po. � <br /> b+ <br /> _ �r.�t+sx"'.:- <br /> Novetnber 7, 2005 � <br /> To: Park Conunission <br /> From: Greg Gappa <br /> Subject: Glendale Cove Development Trail <br /> Tlus is a nine lot Residential Plaiuied Unit Development (RPUD) located on the southeast <br /> corner of the Willow/Glendale Drive intersection. This is an urban density development <br /> seived with City utilities asld a private road. This developnlent is subject to both the City <br /> staudard Park Declication Fee/Land requirement and the RPUD reqttirement that 10% of <br /> the land area be set aside for private recreation purposes. The developer is proposing that <br /> Outlet B, which is located on the north side of tlle private road adjacent to Willow Drive <br /> be set aside for private recreation purposes. However, tliis outlot dedication is not large <br /> enough to meet the 10% land area requirement. The Plaiuiing Commission and Council <br /> will need to make a determination if the Outlot designation as private recreation land is <br /> appropriate. <br /> The Developer is proposing a trail to connect the private subdivision road to Glendale <br /> Drive. A private trail would qualify towards the RPUD private recreation requirement. If <br /> the trail is public, the Planning Commission and Colincil will need to make a <br /> determination if the trail can be counted towards the 10%private recreatioii requirement. <br /> Both the Park and Plaiuung Commissions have already made recommendations that a 10' <br /> public trail easement along Willow Drive be included in this development. <br /> The issue for the Park Conunission to discuss is; should tlus trail should be public or <br /> private? My recommendation is that the trail that coruiects the private subdivision road ta <br /> Glendale Drive should be a public pedestrian and bicycle trail, and a public easement <br /> across the private road for trail users also be provided. <br /> There are no sidewalks on Glendale Drive, and this trail would provide a more direct lit�lc <br /> on a lower traffic volume road to the Elm Lane entrance to Hackberry Park. A Willow <br /> Drive crosswalk should also be provided from the private subdivision road to Elm Lane. <br /> The Park Commission needs to discuss this issue and niake a recommenciation on the <br /> Public versus Private status of the trail and private road link, tluough the Glendale Cove <br /> Development, between Glendale and Willow Drives. <br />
