The Minnesota <br /> Pollution Control Agency (MPCA) continues to hold the position that bona fide <br /> fire training cannot be conducted on a toppled structure. <br /> MPCA staff contacted the Minnesota State Board of Vocational Technical <br /> Education (State Board) staff regarding fire training of toppled buildings. <br /> The State Board staff stated that toppling a structure and igniting it does not <br /> constitute bona fide fire training. Exposure protection and hydraulic <br /> practice, components of fire training, can be accomplished without unnecessary <br /> pollution to the environment and endangering neighboring property. <br /> The Open Burning Rule also states that open burning may be conducted for the <br /> disposal of building material generated by the demolition of noncommercial or <br /> noninstitutional structures (Minn. Rules pt. 7005.0750 subp. 1.J. ) if a <br /> practical alternative method of disposal of the material is not available <br /> (Minn. Rules pt. 7005.0770 A. ) . According to the information MPCA staff <br /> received from the Hennepin County Solid Waste Office, landfills are <br /> available in Hennepin County for the disposal of demolition debris. <br /> If you have any questions regarding this letter or the Open Burning Program, <br /> please contact Jackie Deneen of my staff at 296-6707.
