Based on the public space reduction of 152 s.f. the required off-street parking is <br /> reduced by 2 spaces (152 s.f. / 80 s.f = 1.9 or 2 stall). <br /> Trash Enclosure <br /> The applicants continue to show a trash enclosure at the north end of the building. The <br /> previous report mentions the screening of this structure, which the applicant has <br /> attempted to do in the revised plans. Staff would recoinmend the trash enclosure be <br /> fenceci on the west half in addition to what is shown on the plan ancl a gate can be added <br /> for access. This not ouly fiilly screens the structure but contains any trash outside t�ie <br /> receptacle. <br /> Planter Boxes <br /> The previous perspective illustrations showed the plant material proposed at the north end <br /> of the outdoor seating in the rear to be contained witlun planter boxes. These planter <br /> boxes caused the need for a rear yard variance and they are not permitted encroaclunents. <br /> It is unclear, as revised perspective drawings were not submitted, whether an alternate <br /> method for tlle proposed plant materials is proposed. Removal of bittuninous so that the <br /> plailt material can be placed into the ground would eliminate the need for a rear yard <br /> variance. <br /> Off-Street Parking <br /> The minutes from the June PC rneeting make clear that a parking study should be <br /> conducted for the City lot and the businesses using it. Prior to any recoinmendations to <br /> the City Council on exterior or interior expansions, a paxking study inust be completed by <br /> a consultant hired by the applicant. Although much of the discussion to date has centered on the outdoor seating, it <br /> should be noted the interior expansion alone is nearly doubling the required parking. <br /> Planning Commission's June Recommendation <br /> At the June 20, 2005 nieeting the Planning Coinrnission tabled the application to allow <br /> the applicant to revise their plans and attempt to address 1) a number of concerns raised <br /> within the staff report, attached to this memo as Exhibit G; 2) concerns raised at the <br /> public hearing; and 3) corlcerns voiced by Piamiing Commissioners. After a review of <br /> the June PC minutes,the following concerns were raised: <br /> • Parking availability within the iiiunicipal Iot, for the Narrows �uid also the otlier <br /> businesses and future businesses <br />
