MEMORANDUM <br /> To: Scott Oberaigner, Public Works Supervisor <br /> From: Mike Gaffron, Planning Director <br /> Date: September 7, 2006 <br /> Subject: 3800 Dickson Extension <br /> You asked me for information regarding the further developability of 3800 Dickson <br /> extension, to assist Spring Park in determining how to best proceed with serving the <br /> property with municipal utilities. <br /> The property includes two separate tax parcels both zoned LR-1C, single family, 1/2 acre <br /> minimum, 100' width minimum. <br /> "Main Parcel": PINS 17-117-23 31 0020, with existing residence <br /> Lot size 90' x 378' = 34,020 s.f= 0.78 acre <br /> This lot could be re-built on without variances per Orono Zoning Code <br /> (lot area is conforming, width meets 80% of standard). <br /> "Secondary Parcel": PINS 17-117-23 31 0021, with a smaller building (shown on a 1989 <br /> survey on file as "existing work shop") <br /> Lot size 42' x 378' = 15,876 s.£ = 0.36 acres <br /> This lot is substandard in area and width and would need area and width <br /> variances in order to construct a residence on it. <br /> Neither lot includes wetland that we know of. <br /> It would be difficult under Orono's subdivision ordinances to do a lot line rearrangement <br /> between these two parcels to result in two completely conforming lots, due to elongated <br /> shape of the site and the limited frontage on a public road. There isn't quite enough <br /> acreage to do a front lot/back lot layout without variances. <br /> However, the easterly smaller lot abuts the rear portion of the property at 3760 Togo <br /> Road (Glassco). That property is large enough that it could potentially give up acreage to <br /> allow the Secondary Parcel to become conforming. Therefore, it is not beyond <br /> comprehension that a total of two homes could require utilities from Spring Park in this <br /> area in the future. That would require cooperation between the property owners, but is <br /> not an impossibility. In fact, if the owners of 3800 Dickson and 3760 Togo got together, <br /> it might even be possible to re-plat the properties to end up with a total of 3 homes <br /> requiring utility service (see attached sketch). <br />
