Gappa Engineer's Report Title Director of Public Services Item Description: Sanitary Sewer Agreement with Spring Park for 3800 Dickson St. Extension We have been working with the City of Spring Park in cooperative effort to provide sanitary sewer service for 3800 Dickson St. Extension. This property is located south of County Road 51 adjacent to the Spring Park city limits. The driveway access for the property is located on County Road 51 in Spring Park. This property is in the MUSA area that was sewered in the 1960's. Sewer service was never provided to this property probably because there was no Orono sewer line adjacent to the property. The closest Orono sewer lines are in County Road 19 or Togo Road. The closest sewer to the property is along County Road 51 in Spring Park. The septic system is non conforming and the construction date is unknown. The property owner is requesting sewer service from Spring Park for this property. This is the best solution, and Spring Park has already approved an agreement to provide sewer service to this property. This agreement is similar to the agreement between Orono and Plymouth for St. Edward's Church. The property owner will pay connection charges to Spring Park and also be billed quarterly by Spring Park for sewer service. In the event there are delinquent sewer bills, Orono agrees to assess these charges and then forward the money to Spring Park. The SAC fee will be paid to Orono. We are recommending Council approval of this agreement. COUNCIL ACTION REQUESTED: Motion to approve sanitary sewer agreement with the City of Spring Park for sewer service to 3800 Dickson St. Extension
