MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 22, 2002 <br />7:00 o'clock p.m. • <br />( #02 -2778 Kevin Manley, Continued) <br />Weinberger stated the walkway is approximately four feet wide. <br />Manley distributed drawings to the Council depicting various options for the deck. Manley stated the <br />existing walkway is approximately 12 feet long and consists of plywood. <br />Mrs. Manley stated on both sides of the walkway you are required to step up, which does create a small <br />safety concern since there currently is no railing. <br />Weinberger stated the majority of the deck could be constructed without a railing and not be considered <br />structural coverage. Weinberger commented the deck could possibly be made a little smaller, which <br />would reduce the hardcover numbers. <br />Nygard stated the last time this property was before the City Council it was stated that they would <br />voluntarily remove the decks in conjunction with the deck above the garage. <br />Manley stated he was not present at that hearing. <br />Weinberger stated there was an existing deck on top of the garage, and in order to repair the roof, the deck <br />had to be removed, with a variance being granted to put the deck back in because it was located within the <br />required setbacks to the street. Weinberger stated the amount of hardcover was substantially reduced on <br />the last variance. <br />Nygard stated from the pictures it is obvious there was a pre- existing deck, and that he is not opposed to <br />allowing some hardcover since there was a pre- existing deck that was removed in order to approve the <br />appearance of the house. <br />The City Council discussed the layout and topography of the property. <br />Weinberger suggested the application relating to the deck be tabled to allow the applicant time to review <br />his options. <br />White recommended the portion of the application dealing with the second story addition be acted upon. <br />Manley indicated he would be agreeable with that since they would be working with Staff on a <br />landscaping plan. <br />White moved, Nygard seconded, to approve and adopt RESOLUTION NO. 4788, a Resolution <br />granting variances to permit a second story expansion for the property located at 1973 Fagerness <br />Point Road, and to table the variances to permit a 14' by 8' deck addition between the walkway and <br />garage.
