The school would like a conditional use permit amendment in order to serve 69 <br /> children including 29 infants and toddlers and the remaining preschoolers (ages 33 <br /> months to 6 years old). Currently, the school does not have 69 children enrolled however <br /> a CUP amendment is required in order to serve their existing enrollnient level. The <br /> applicant has listed the proposed hours of operation to be between the hours of 7:00 am to <br /> 6:00 pm Monday through Friday. <br /> Play Area <br /> City Code requires 50 s,f. of fenced-in play area per student which, for 69 shidents would <br /> total 3,450 s.£, this fenced-in area must be at least 15' from a road. There is an existing <br /> 50' x 70' fenced-in play area located 45' from Highway 12. This existing fenced-in area <br /> meets this reqttirement with 3,500 s.f., <br /> Parking <br /> City Code has determined parking needs for a daycare to be four stalls plus one stall for <br /> each 500 s.f. in excess of 1000 s.f. of floor space. The existing building is 5,500 s.f. in <br /> area therefore: <br /> 5,500 s.f. — 1,000 s.£ =4,500 s.f. <br /> 4,500 s.f./500 = 9 stalls <br /> 4 + 9 = 13 total parking stalls <br /> The property's existing parking area, although not paved nor are the stalls striped, <br /> exceeds the parking needs for a daycare. <br /> Sign�ge <br /> The applicant is �roposing to replace the existing 4.5' x 9' sign face with a new sign <br /> meeting those dimensions. A sign permit will be required at the time of the installation. <br /> The applicant has 11so requested some temporary signage to announce the new locaiion. <br /> Technically, City Code Sectioii 78-1466(8)(b) states that a conditional use within a <br /> residential zone wliich has a permaiient sign shall not be allowed any teinporary signage. <br /> However, past practice has shown that institutional uses within residential districts have <br /> commonly used temporary signage to amiounce events without applying for variances or <br /> often even a temporary sign permit.
