Stairways, lifts and landings. <br /> ! Stairways and lifts are the prefei�ed alternative to major topographic alterations <br /> for achieving access up and down bhiffs and steep slopes to shore areas. Stairways, lifts <br /> and landings shall be allowed in the shore setUack zone and must meet the following <br /> design requirements: <br /> j (1) Stairways and lifts must not exceed four feet in width. <br /> ' (2) Landings for stairways and lifts shall not exceed 32 square feet in area. <br /> (3) Canopies or roofs are not allowed on stairways, lifts, or landings. <br /> i (4) Stairways, lifts and landiiigs may be either constructed above the grotuid <br /> I on posts or pilings or placed into the ground, �rovided they are designed <br /> and built iii a maiuler that ensures control of soil erosion. <br /> (5) Stairways, lifts and landings must be located in the most visually <br /> � inconspicuous portions of lots, as viewed from the surface of the public <br /> � water, assuming simuiler, leaf-oii conditions, wheuever practical. <br /> (6) Facilities necessary to provide shore area access to physically handicapped <br /> ipersons shall be allowed, provided that the dimensional and perforniance <br /> � standards of subsections (1)--(5) of this section are conipleted in addition <br /> � to the requirements of the Minnesota Regulatioiis, chapter 1340. <br /> I� (7) A building perniit shall be obtained for construction of stairways, lifts and <br /> landings regardless of whether such improvements are constructed above, <br /> � at or below grade. <br /> ' Sec. 78-1286. Topographic alterations/grading and filling. <br /> (b.) Grading, filling or excavating of more than ten cubic yards is prolubited witlun 75 <br /> feet of the ordinary lugli water level of tlie public waters enuinerated u� section 78-1217. <br /> Graduig, filling or excavatulg of ten cubic yards or less sllall require city staff review and <br /> penliit aud be subject to other pertinent sections of this chapter. <br /> Sec. 78-1288. Hard cover limitations. <br /> a) No hard cover or impervious surface shall be placed, located or constructed <br /> witlun 75 feet of the ordinary high water level of any lake or tributary, except for <br /> stairways, lifts, landings and lockboxes as regulated elsewhere in this Code. <br /> b) Between 75 feet and 250 feet of the OHWL, there shall be no greater than 25 <br /> percent hard cover. Between 250 feet and 500 feet of the OHWL there shall be no <br /> greater than 30 percent hardcover. Between 500 feet and 1,000 feet of the OHWL <br /> there shall Ue no greater than 35 percent hardcover. <br /> 2 <br />
