MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> MONDAY, APRIL 19, 2004 <br /> 6:00 o'clock p.m. <br /> (2. #04-2974 RELIANCE DEVELOPMENT COMPANY, LLP, "STONEBAY <br /> MARKETPLACE," NW QUADRANT HWY 12/WILLOW DRIVE, COMMERCIAL PUD <br /> DEVELOPMENTâContinued) <br /> Chair Mabusth asked if Walgreens has an electronic sign at every one of their facilities. <br /> Mr. Trautz replied that it is and it could be a manual or electronic sign. He advised that in <br /> discussions with Gaffron of manual reader boards as allowed by Code and Gaffron's reservations <br /> with them, Trautz suggested a static electronic reader board that would not scroll and therefore meet <br /> the ordinance intent. <br /> Bremer inquired about the sign's size as an electronic reader board. <br /> Mr. Trautz described the sign as having a total of 60 s.f. with about half of it as reader board. The <br /> monument sign is 10' tall and 10' wide and the upper 3' is the sign for Walgreens and the next 3' is <br /> the reader board. <br /> Chair Mabusth stated she has a problem with an electronic sign on Hwy 12. <br /> Leslie commented that one big difference between electronic and manual reader boards is how much <br /> light is actually emitted; electronic boards can emit larger amounts of light than the manual reader <br /> boards. He asked the applicant if they are envisioning a reader board that is as bright as a scrolling <br /> reader board. <br /> Mr. Trautz indicated he was not aware of the light level specifications but will find out for the <br /> Planning Commission. <br /> Gaffron interjected it would be helpful if they would provide detailed plans and photos of the <br /> proposed sign. <br /> Bremer asked for the applicant to provide information about near-by Walgreens locations to visit to <br /> see an example of what is being proposed. <br /> Chair Mabusth postponed polling on the signage plan until the applicant provides the requested <br /> detailed signage plan for all building and for site monument signs (issue#13) for the next meeting. <br /> Chair Mabusth stated applicant's plans for building-mounted lighting and parking lot fixture designs <br /> (issue#14) are to be provided for the next Planning Commission meeting. <br /> Chair Mabusth indicated the Planning Commission were already polled on the questions whether the <br /> combination of building proximity visual impacts, the pedestrian terrace amenity placed on the <br /> adjacent MnDOT parcel, the overage in lot coverage, and other site factors suggest the need for <br /> further building down-sizing on the west lot (issue#15). <br /> Gaffron questioned if it was the Planning Commission consensus that if the site plan meets the <br /> 25% greenspace standard and the proposed parking plan is adequate with the inclusion of the proof- <br /> of-parking spaces, then it is possible that no building may need to be made smaller,but if the building <br /> needs to be smaller, then so be it. <br /> Page 12 of 49 <br />
