MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> MONDAY, APRIL 19, 2004 <br /> _ 6:00 o'clock p.m. <br /> (2. #04-2974 RELIANCE DEVELOPMENT COMPANY, LLP, "STONEBAY <br /> MARKETPLACE," NW QUADRANT HWY 12/WILLOW DRIVE, COMMERCIAL PUD <br /> DEVELOPMENT—Continued) <br /> Though a final engineering report is not available, Gaffron advised the City Engineer provided staff <br /> with a preliminary response indicating conceptually the City Engineer has no problem with the <br /> proposed exit/entrance design on Willow Drive and cross traffic, but he does want to make certain the <br /> curve works and that this is a positive right-out with no left turn possible. <br /> Chair stated that Issues to Address #3 and#4 have been addressed in the preceding discussion, so <br /> opened polling discussion on Issue#5 related to proposed building heights. <br /> Gaffron advised the Planning Commission could regard the Walgreens entrance corner feature, at <br /> 32'6"that exceeds the 30' building height standard, as a visual design feature like a parapet. He <br /> reminded the Planning Commission that approval was given to the second medical office building for <br /> its similar crenellations. <br /> Chair Mabusth pointed out the Planning Commission already discussed enclosure and screening of <br /> trash facilities in Issue#6 and will await the applicant's submittal of elevations for further review and <br /> comment. <br /> Issue#7 was introduced by Chair Mabusth who stated she was wary of trees getting too near the <br /> intersection and asked what kind of shrubs are proposed for the Willow Drive and Hwy 12 frontages. <br /> Ms. Vicki Van Dell explained the corner feature will be a berm with a sign on top of the berm and <br /> coming off of the berm will be a 3' shrubbery hedge on the west side and along the north on Willow <br /> Drive. <br /> Rahn pointed out he could better respond if he had an elevation to view. <br /> Bremer expressed her opinion to not have too many trees in the frontage and preferred low shrubbery. <br /> Gaffron illustrated the tree locations, sign locations, corner feature with the overhead map noting the <br /> 30-degree sight triangles and the trail location. <br /> Chair Mabusth expressed her view preferring to have low-lying shrubbery define the property instead <br /> of many trees in the frontage area. <br /> Leslie asked for clarification of the quantity of signs proposed on site. <br /> Ms. Van Dell and Gaffron confirmed there would be two monuments signs, one for Stonebay <br /> Marketplace and one for Walgreens, and one retail sign for the site, as well as tenant building front <br /> signs. <br /> Bremer asked for confirmation there will be no signage on Kelley Parkway. <br /> Page 10 of 49 <br />
