MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday, January 20, 2004 <br /> 6:00 o'clock p.m. <br /> (#04-2974 RELIANCE DEVELOPMENT COMPANY LLP, NW CORNER OF <br /> WILLOW DRIVE AND HIGHWAY 12, PUD REZONING, COMPREHENSIVE <br /> PLAN AMENDMENT, PRELIMINARY PLAT, AND COMMERCIAL SITE PLAN <br /> REVIEW—Continued) <br /> Gaffron stated that staff supports the Comprehensive Plan Amendment and the rezoning to <br /> B-6 PUD. Staff recommends tabling the preliminary plat and commercial site plan review, <br /> to allow applicants to meet with City staff and consultants to work through the variety of <br /> identified site plan issues. The intent would be to present Planning Commission with a <br /> revised site plan for a comprehensive review at their February 17 regular meeting. <br /> Acting Chair Mabusth asked what type of amendment would result from this proposal. She <br /> acknowledged that this proposal has the ability to provide both for office and residential <br /> needs of the area. She questioned whether added CUP's would be necessary for drive- <br /> thrus. <br /> Gaffron indicated this would reflect a text amendment for this outlot only. He explained <br /> that the drive-thrus are set apart in the CUP and PUD development, which gives them the <br /> ability to move things around to improve traffic routing. Gaffron believed the routings <br /> could be worked out at the staff/consultant level. <br /> While the plans were in need of some `tweaking', Mr. Trautz indicated that it was their <br /> intent to distribute drawings to the Commission for initial comment. He stated that the <br /> retail would happen first followed by the office use and noted that this development would <br /> complete the 4in quadrant at Willow and Highway 12. <br /> Acting Chair Mabusth questioned whether there would be pedestrian trails within the site. <br /> VanDel pointed out that the pedestrian ways had been identified. <br /> Trautz maintained that the drive-thrus were low use, with stacking unlikely. <br /> Although staff had asked the applicant to provide them with an alternative plan in case a <br /> bank chooses not to lease the space, Gaffron indicated that nothing has been presented at <br /> this time. <br /> Although he believed the space could serve as office, service retail,medical, or <br /> multi/single use tenants, Trautz indicated that it is their intent to pursue banks at this time <br /> until that avenue has been exhausted. <br /> Gaffron encouraged the Commission to address the five issues for consideration presented <br /> for their consideration. <br /> PAGE 34 of 53 <br />
