MINUTES OF THE <br /> • ORONO PLANNING COMMISSION <br /> Monday,September 19,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3121 THE NARROWS SALOON, CONTINUED) <br /> Gaffron noted the City Council has adopted an ordinance establishing a moratorium with respect to <br /> development in the Navarre area since the July Planning Commission meeting. Gaffron pointed out the <br /> Narrows application is not subject to the moratorium since the moratorium was adopted after the Narrows <br /> application was received by the City. <br /> Staff finds that the applicants have substantially addressed the recommendations and requests of the <br /> Planning Commission, including reduction of the outdoor seating in the rear, elimination of the exterior <br /> kitchen and vestibule additions, elimination of the outdoor seating along Shoreline Drive, and provision <br /> of the results of a parking study conducted by the applicant's consultants. <br /> The Planning Commission should consider whether the issues identified at the July meeting have been <br /> adequately addressed and whether any issues need further consideration. Specifically, it is recommended <br /> that the Planning Commission review the following: <br /> 1. Has the parking study provided sufficient information to conclude whether adequate parking will <br /> be available for the proposed use or for future uses of the municipal parking lot? Should this business be <br /> limited in its expansion if its expansion might affect future expansions of other businesses or business <br /> spaces? <br /> 2. Has the outdoor seating component of the application been sufficiently reduced to a level that is <br /> reasonable and that minimizes the negative impacts of the greater expansion of this area? <br /> 3. Has the outdoor seating been adequately screened? Are the methods of screening aesthetically <br /> acceptable and in keeping with the neighborhood? <br /> 4. With regards to the placement of limitations on the applicant's use, does the Planning <br /> Commission wish to suggest any parameters for hours of outdoor operation or propose any guidelines for <br /> its limited trial basis? <br /> 5. The Orono Police Department has been requested to have a representative at the September 19 <br /> meeting if possible. Are there any specific issues that the Police Department should address? <br /> 6. Have the noise issues been adequately addressed? <br /> If the Planning Commission concludes that no further plan revisions are necessary and that any remaining <br /> issues should be addressed by the City Council,then it would be appropriate to forward a <br /> recommendation on this application to the Council. <br /> Anderst noted a noise study was also completed. <br /> Gaffron stated the noise study is included in the Planning Commission packets,with the consultant also <br /> being available at tonight's meeting to answer questions. <br /> PAGE 5 <br />
