MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday, September 19,2005 <br /> 6:00 o'clock p.m. <br /> (05-3149 TRINITY LUTHERAN CHURCH, CONTINUED) <br /> property to cause any negative impacts. Should the applicant decide to add parking lot lighting in the <br /> future,an additional conditional use permit must be reviewed. <br /> The applicant is not proposing any new signage as part of this proposal. The applicant has also indicated <br /> they are in compliance with the 30-foot height limitation,with a proposed height of 27 to 28 feet. <br /> Gundlach stated the applicant has submitted a grading and drainage plan illustrating how the expanded <br /> parking and rate control pond will impact the existing topography. The City Engineer's preliminary <br /> comments are included in the Planning Commission packets. Gundlach noted the City Engineer is <br /> recommending that the pond be modified to include water quality treatment for the entire site and should <br /> satisfy NURP requirements. <br /> The nearest adjacent property to this site is to the west at a distance of approximately 250 feet. This site <br /> is a group home and would not be negatively impacted by the proposed expansion as most of the <br /> improvements are on the east side of the property. Staff also does not foresee any negative impacts to the <br /> properties to the east or south. <br /> Staff recommends approval of the requested conditional use permit subject to the recommendations of the <br /> City Engineer and further subject to the following conditions: <br /> 1. The Planning Commission should determine if a viable hardship exists to allow the expanded <br /> parking in the southwest corner of the site as a front yard parking setback variance would be required. <br /> 2. Prior to City Council review of the application,revised plans must be submitted incorporating the <br /> preliminary recommendations of the City Engineer. The applicant will also be required to comply with <br /> any other forthcoming comments from the City Engineer. <br /> Thiesse had nothing to add to Staff's report. <br /> Rahn asked for public comment. <br /> Gladys McClennan,Woodsland Group Home, stated she has questions regarding the pond,noting that she <br /> does house six developmentally disabled adults and that she has a concern regarding the safety of those <br /> people. McClennan stated there currently is a dilapidated fence between the two properties and that she <br /> was wondering whether that fence would need to be replaced. <br /> Paul Phillips, President of Woodsland Group Home, indicated he is a neighbor of the church on the west <br /> side and that he has concerns regarding the lighting and ponding. Phillips inquired where the current <br /> driveway is located and whether it would remain the same. <br /> Gundlach stated the driveway would remain the same. <br /> PAGE 28 <br />
