MINUTES OF THE <br /> ORONO PLANNING COMMISSION <br /> Monday,September 19,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3121 THE NARROWS SALOON, CONTINUED) <br /> Jurgens suggested the folding door adjacent to the pool table or bar be turned into a vestibule,which <br /> would still allow them to maintain the open feel of the bar,but would allow for the double doors to be <br /> closed. <br /> Bremer inquired whether a subcloser could be utilized. <br /> Jurgens stated a subcloser cannot be put on a folding door. Jurgens stated if food is not allowed to be <br /> served after 10:00 p.m. in the outdoor seating area,but people are allowed to go out there to drink and <br /> smoke, some type of airlock or vestibule should be constructed to contain the noise. <br /> Sudheimer stated to the left of the back vestibule there could be a wood fence door constructed. <br /> Kempf inquired whether that door would be used to go into the outside area from the vestibule area. <br /> Jurgens stated from the standpoint of containment, a vestibule makes the most sense, and recommended <br /> the applicants look at that option. <br /> Anderst commented with the ten-foot high fence and the vestibule,the area should almost have a roof on <br /> it. Anderst stated in his opinion the noise study should alleviate the concerns of the Planning <br /> Commission. <br /> Jurgens stated they do need to listen of the concerns of the residents and encouraged the applicants to be <br /> sensitive to the local residents. <br /> Anderst stated they have listened to the concerns of the residents but that there does not seem to be an <br /> ending to the discussion. <br /> Rahn inquired whether patrons would be allowed to take drinks out on the patio after 10:00 and suggested <br /> that no drinks be allowed after a certain hour as one of the conditions. <br /> Sudheimer stated they do currently enforce no cups be taken outside. <br /> Gaffron noted a gate is proposed for the outdoor seating area and inquired what the purpose of the gate is <br /> for. <br /> Anderst stated it is his understanding an emergency exit must be provided. <br /> Gaffron stated the building inspector would need to look at emergency access to this area. <br /> Anderst stated he has looked at other seating areas and that they are not required to lock the gate. Anderst <br /> stated there has to be an unlocked gate or some type of exit for the outdoor patio area. <br /> Frank stated due to the number of occupants, another exit would be required. <br /> PAGE 12 <br />
