MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,July 18,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3121 Narrows Saloon, Continued) <br /> Police Chief Good present at the next hearing to answer some questions regarding the safety concerns <br /> being raised. <br /> Jurgens indicated he is in agreement with the recommendations of Staff and that a parking study is <br /> paramount for this area prior to any approval. <br /> Rahn stated he is in agreement with the comments made by Commission Leslie. Rahn indicated he has <br /> changed his mind concerning the seating in the front of the building and that it should probably be <br /> eliminated due to the close proximity of the street. <br /> Rahn stated he would like the applicant to proceed forward with a traffic and parking study,which would <br /> be a good starting point to determine how much expansion is realistic for this establishment. Rahn stated <br /> in his opinion discussion on the design details of the expansion at this stage is premature. Rahn concurred <br /> that a smaller outdoor seating area should be considered and given a trial period. <br /> Bremer stated she would like to see the outdoor seating area reduced from what is currently being <br /> proposed. Bremer stated in her view a number of the issues raised can be dealt with by the applicants but <br /> that the outdoor seating really needs to be reduced. Bremer stated she is not opposed to a solid fence for <br /> the outdoor patio area to help reduce the noise for the neighbors. <br /> Bremer stated she is not opposed to the increased hardcover and structure due to the double vestibules and <br /> that the inside layout is well thought out and should work well. <br /> Rahn inquired whether there are other issues that need to be discussed by the Planning Commission at this <br /> time. <br /> Gaffron stated there are approximately 12 items that have been raised as issues, with a large number of <br /> those issues having been discussed to some degree at tonight's meeting and the previous meeting. <br /> Gaffron recommended the total area for the outdoor patio be firmly defined and discussed rather than <br /> having the applicant possibly expand that area in the future. <br /> Jurgens agreed that a solid wall would be more beneficial for the neighbors. <br /> Leslie stated he would prefer the fence follow the footprint of the smaller patio area and possibly <br /> expanded in the future. Leslie indicated he also is in favor of a solid fence. <br /> Rahn stated he also would like to see the area kept smaller in the beginning and possibly expanded in the <br /> future. <br /> Sudheimer stated they are attempting to expand their business to accommodate the restaurant portion of <br /> their business and that a large number of their patrons are local residents. Sudheimer indicated the <br /> vestibules are designed to help reduce the noise. Sudheimer noted live music does not play during the <br /> day. <br /> PAGE 10 <br />
