MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,June 20,2005 <br /> • <br /> 6:00 o'clock p.m. <br /> (#05-3121 Narrows Saloon,Continued) <br /> Mark Peterson, 2341 Shadywood Road, stated he has never called to complain about the bar but noted <br /> that the noise has increased over the years since Anderst has taken over the operation of the bar. Peterson <br /> stated in the summer months the noise is intolerable. Peterson stated he would prefer to look at the <br /> dumpsters rather than having a large number of people partying close to his back yard. <br /> Rahn inquired whether the increase in noise is coming from the live music. <br /> Peterson indicated it is largely during the summers and it comes from the bikers. <br /> Chris Johnson, 1200 Phillips Drive, indicates he owns and operates the hardware store that is located next <br /> door to the Narrows Saloon and that in general he is in favor of business and improvements to business. <br /> Johnson indicated he has a major concern concerning the parking in the area and that the parking behind <br /> his store starts to fill up around 5:00, which greatly impacts the ability of his customers to park in close <br /> proximity to his store. Johnson stated he is unsure what impact the expansion would have on the parking <br /> during the day and at night. <br /> Johnson inquired whether there would be a buffer between his building and the outdoor seating area. <br /> Chuck Nadler,2509 Kelly Avenue, stated he represents approximately 16 families who live around Kelly <br /> Avenue. Nadler indicated approximately one year ago they formed Neighbors for a Better Navarre and <br /> that they feel a moratorium is necessary in order for Navarre to address future development in this area. <br /> Nadler stated if this project is approved, it would greatly restrict the future development of other <br /> businesses in this area. <br /> Nadler stated the current proposal is oversized given the parking and lot restrictions and that there is no <br /> hardship that can be found inherent with the land to grant the variances. Nadler stated a vestibule area <br /> could be constructed within the existing structure. Nadler stated in his view the outdoor seating is <br /> permanent and should be considered as such by the Planning Commission. <br /> Nadler stated the kitchen could also be expanded within the existing building. <br /> Nadler indicated he concurs with the concerns raised by the residents and staff concerning the parking. <br /> Nadler stated to his understanding this proposal more than triples the size of the building and does not fit <br /> in with the City's Comprehensive Plan. Nadler stated the owner should be made to deal more effectively <br /> with the complaints and issues that currently exist prior to expanding. Nadler concurred with the issues <br /> raised by the police chief, and suggested the Planning Commission deny the application and direct the <br /> applicant to revise his application to avoid the need to request any variances and be more in compliance <br /> with City Codes. <br /> Sam Marfield,2455 North Shore Drive, stated he likes to frequent the Narrows Saloon and is in favor of <br /> the sidewalk café being proposed. <br /> PAGE 32 <br />
