MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> • Monday,June 20,2005 <br /> • 6:00 o'clock p.m. <br /> (#05-3113 Natural Environments Corp., Continued) <br /> Walsh stated they have submitted a plan. <br /> Berg stated the plan is a rough draft of what might be done and needs to be revised. <br /> Leslie noted the city engineer has indicated he has not had the structural people at his office review this <br /> plan. Leslie stated in his view the City does not have a plan that has been approved by the engineer. <br /> Sanders stated they have not received any information from Staff as to what is required. <br /> Berg stated normally landscape plans are very definitive and specify the types of plants to be planted. <br /> Sanders stated it is a mass landscaping plan and that they have specified the areas that plantings will be <br /> done. Sanders stated the plans were originally submitted as part of the proposed stairway and that there <br /> may have been a miscommunication with Staff. <br /> Walsh stated the slope is very steep in this area and that it is questionable whether the plantings will be <br /> able to be put in. <br /> Leslie indicated it is difficult to proceed forward without having the city engineer validate the plan. <br /> Walsh commented they have not gotten much feedback from the city engineer except that he is looking to <br /> a landscape architect to determine what is appropriate for the area. <br /> Jurgens stated it is not the city engineer's job to design the applicant's plan. <br /> Sanders stated his original understanding was to respond to the alleged clear-cutting and that he was not <br /> aware that a city engineer's approval was needed on the type of plants to be planted. <br /> Rahn stated a landscape architect within the City Engineer's office would be reviewing the plans. <br /> Curtis stated the last two applications she handled with Natural Environments were in conjunction with <br /> stairs and an engineer did review and approve the plans. <br /> Sanders inquired whether it is necessary to have an engineer stamp the plan. <br /> Jurgens indicated that is not necessary. <br /> Walsh stated they would like the application to proceed before the council subject to the city engineer <br /> approving the plan. <br /> Jurgens inquired what is being required as far as bluff restoration. <br /> PAGE 18 <br />
