Kempf indicated he would prefer to see more information on the <br /> proposal before moving it forward to the Council. <br /> Gundlach noted Staff's recommendation and the City engineer's letter has stated the wall should be <br /> located at least five feet off the property line. Gundlach inquired what conditions would be imposed if the <br /> wall is located within five feet of the property line. <br /> Palm stated they would prefer having the wall flare towards the property line. <br /> Rahn noted the majority of the wall would be located more than five feet away from the property line. <br /> Palm stated he would like crystal clear direction on exactly what the Planning Commission wants to see <br /> on the retaining walls,noting that he has spent thousands of dollars in an attempt to comply with the <br /> direction given by staff. <br /> Rahn reiterated he would like to see detailed elevations depicting the wall from the lakeside and the north <br /> as well as the screening of the wall and a letter from the city engineer approving the drainage for this lot. <br /> Palm stated they are proposing a five to six foot two-tiered wall, which would consist of a poured wall <br /> with some type of decorative texture. <br /> Rahn stated in his opinion a poured wall with a textured finish would be a plus. <br /> Fritzler stated he would not be in favor of extending the retaining wall within five feet of the property <br /> line. <br /> Rahn inquired whether there is another method of controlling the runoff from the neighboring property. <br /> Kellogg stated the option of flaring the wall out to the property line creates a funnel, which is one <br /> solution, and that a storm sewer might be another option. <br /> Rahn stated he would like to see a drainage plan that handles all of the runoff. <br /> Bremer indicated she would be supportive of tapering the wall towards the property line. <br /> Palm stated he does not want to be told at next month's hearing that the retaining wall should not be <br /> tapered towards the property line. <br /> Erickson stated tapering of the retaining wall towards the property line would allow all of the water to be <br /> caught and diverted and that she is not opposed to that proposal. <br /> Bremer stated if it is determined that the best way to deal with the water runoff is to taper the retaining <br /> wall within five feet of the property line,it appears likely that that proposal would be approved by the <br /> PAGE 15 <br />
