MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> • Tuesday,January 18,2005 <br /> 6:00 o'clock p.m. <br /> (#04-2987 Hashem Abukhadra, Continued) <br /> Gundlach stated the applicant has submitted a sketch plan for a six lot residential plat of property abutting <br /> Long Lake Creek that leads to Tanager Lake at the southernmost property boundary. An existing single- <br /> family residence and associated guest house are proposed to remain on one of the six platted lots. <br /> Gundlach noted an elevation of 929.4 exists but has not been located and would be required at the time of <br /> preliminary plat. Gundlach stated the shoreline regulations do apply to this property and the property <br /> consists of 58 acres, with 23 acres being dry-buildable. <br /> Gundlach stated the proposal is in conformance with the City's Comprehensive Plan and zoning district <br /> for this area with respect to lot area and width of the lots proposed. The property is located within the <br /> two-acre zone. Gundlach noted construction of a private road is being proposed for this development. <br /> Gundlach indicated issues for discussion are as follows: <br /> 1. The irregularly shaped lots, as currently laid out,potentially create very restrictive hardcover standards <br /> for the lots with 929.4' frontage. <br /> 2. Should lots 2 and 3 be combined due to the design challenges with lot 2 and the uncontiguous <br /> buildable area. <br /> 3. Proposed lot 2 automatically requires approval of an average lakeshore setback variance. Is that <br /> acceptable and could that variance approval be included within the plat process. <br /> 4. The owner is proposing to keep the existing guesthouse, which is assumed to have kitchen facilities. <br /> A fourth septic site must be located and a setback variance would be required. <br /> 5. Proposed lot 6 may access of Fox Street. Is the Planning Commission okay with two accesses off <br /> Fox Street where there is currently only one. Would an outlot across proposed lot 5 be a more <br /> acceptable solution if proposed lot 5 could meet the 2.0 acres standard,not including the outlot. <br /> 6. Is there a bluff on proposed lot 6 and what issues does this raise for the septic sites shown. <br /> Gundlach requested the Planning Commission give the applicant guidance on the outstanding issues <br /> outlined in the report. <br /> Gronberg stated they are showing the septic sites 75 feet from the 930 contour and that they will locate <br /> the 929.4' contour,which would allow the house pad to be located farther north. Gronberg indicated <br /> some of the other lot lines could be relocated 20 feet north rather than combining lots 2 and 3. <br /> Winkey inquired whether they would be able to build on lot 2 without the need for a variance. <br /> Gronberg indicated they could build on the lot without the need for a variance. <br /> Gundlach pointed out an average lakeshore setback variance would be required for lot 2. Gundlach <br /> indicated all of these lots are considered lakeshore lots. <br /> PAGE 5 <br />
