• MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,January 18,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3076 Gregory and Jeanne Gustafson, Continued) <br /> Staff recommends approval subject to the following conditions: <br /> 1. Dedication of 10 feet drainage and utility easements along the side lot lines and street lot line. <br /> 2. Implementation of the recommendations of the City Engineer letter dated January 4, 2005. <br /> 3. Formal combination of 1280 and 1290 Spruce Place prior to building permit issuance. <br /> Gustafson indicated he does not have anything to add to Staff's report at this time. <br /> There were no public comments concerning this application. <br /> Fritzler inquired what the total height of the proposed structure is. <br /> Alexander stated the structure does comply with the height restriction for this lot. <br /> Fritzler stated he does have a concern regarding the proposed height. <br /> Alexander stated the height was measured from the highest existing grade to the mid point of the roof. <br /> Alexander pointed out the pitch of the roof on the right side was changed to accommodate the height <br /> restriction, which is the way the house will be built. <br /> Rahn inquired whether a height variance is being requested. <br /> Alexander indicated they are not requesting a height variance or hardcover variance. <br /> Fritzler stated he has a concern with how the structure would sit on the lot, especially given the height of <br /> the residence located next door. <br /> Alexander stated the residence next door would still appear to tower above this structure. <br /> Fritzler stated he wants to avoid having two towering structures next to one another, and given the higher <br /> topography of this lot,it may have the appearance that it towers above the rest of the neighborhood. <br /> Fritzler stated he also wants to insure that the existing grade remains the same. <br /> Alexander noted a similar application did appear before the Planning Commission in June of 2003 but <br /> that the previous owner had let the variances expire. <br /> Gundlach noted the previous application did request hardcover variances in addition to the lot width and <br /> lot area variances. Gundlach stated the hardcover variances were denied at that time. <br /> Jurgens stated in theory the house is being constructed on a pedestal since the grade around the house is <br /> being raised anywhere from four to six feet.
