MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, October 22, 2001 <br />7:00 o'clock p.m. • <br />( #4 — Forest Lake Landing, Continued) <br />Flint inquired whether the Council should vote on the classification first and then whether a pathway <br />should be designated next, or whether the Park Commission should explore the issue of a designated <br />pathway more. <br />Moorse stated he is unsure whether the Park Commission has made a formal recommendation regarding <br />the pathway or its location. Moorse stated it is up to the Council whether they wish to address both <br />issues tonight or direct the Park Commission to discuss the pathway and stairway further. <br />Sansevere stated he would like more information regarding the pathway and steps, as well as how many <br />of the other lake access points will also need a stairway constructed. <br />In response to a comment from a person in the audience, Flint indicated he would prefer this item not be <br />opened up for public comment. <br />Gail Blackstone, 4465 Forest Lake Landing, stated the Mayor had indicated at the last meeting that there <br />would be a public hearing regarding this item. <br />Flint stated the Council has a large agenda tonight, noting there have been a number of opportunities for <br />the public to comment on this particular landing. Flint stated the Council did hold a public hearing on <br />this item already. • <br />Jon Blackstone stated the notice they were given stated there would be a public hearing. <br />Flint stated his understanding of the notice that was given was to notify the residents that the Council <br />would be voting on the recommendation of the Park Commission tonight. <br />Gail Blackstone requested she be able to give a copy of the notice to the Council. <br />Sansevere stated if the notice does state there would be a public hearing tonight, the Council should <br />perhaps open the hearing for comments. <br />Moorse stated this item was not noticed as an official public hearing, but the notice does indicate there <br />will be opportunity for public comment. Moorse stated it is his recollection there was a meeting where <br />there was public comment on this item for over an hour, with the Mayor indicating that the neighbors <br />would be notified when this item was before the Council again. <br />Flint inquired whether two residents in favor of the classification and two residents opposed to the <br />classification could be appointed to speak on this issue. <br />Gail Blackstone requested that everyone who received notice of this matter be given the opportunity to <br />speak. <br />Flint indicated whoever had comments would be heard, but requested that each person limit his or her <br />comments to three minutes. <br />PAGE 4 <br />
