MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, October 22, 2001 <br />7:00 o'clock p.m. • <br />(Park Commission Comments, Continued) <br />White commented there are certain times of the year as well when people should be restricted from <br />walking through this area. White noted Hennepin County does limit access to certain areas of its parks <br />at different times of the year. <br />Bouchard stated the Park Commission also discussed the possibility of developing a fenced in dog park <br />at one of the area parks, with Saga Hill being suggested as a good location due to the availability of <br />ample parking and the amount of land available at this site. <br />Sansevere inquired how many acres the Park Commission was considering converting into a dog park. <br />Bouchard stated the Park Commission did not discuss the specifics of a dog park, but that in her view <br />perhaps four to five acres would be appropriate. <br />Sansevere inquired when the Park Commission could expect to receive the proceeds from the golf <br />tournament. <br />Bouchard stated at this time she is unsure how much was raised and when the money would be given to <br />the Park Fund. Bouchard commented the Lurton property would also be another possible site for a dog <br />park. <br />Moorse indicated if the Council wants to prohibit dogs from City parks, it would need to adopt an • <br />ordinance with this restriction. <br />PLANNING COMMISSION COMMENTS — Bill Stoddard, Representative <br />Stoddard stated he would be available at tonight's meeting to answer any questions the Council may <br />have. <br />LMCD REPORT — Lili McMillan <br />McMillan stated the Council should have received a copy of the proposed LMCD ordinance prohibiting <br />the use of motorized watercraft on three of the creeks flowing into Lake Minnetonka. McMillan stated <br />the LMCD has had a concern for the past several years regarding marginal lakeshore being developed. <br />McMillan stated the ordinance is designed to help minimize the environmental impact in these sensitive <br />waters, to preserve passive areas of recreation on the lake, and to protect these areas from the pressure <br />of added development/boat storage. McMillan stated the LMCD did create a Wetlands Task Force <br />approximately one year ago to look at these issues, with this ordinance being a product of their review. <br />The committee determined that it would be appropriate to focus their attention on the creeks first to help <br />improve the water quality going into Lake Minnetonka. <br />McMillan stated she is looking for some input from the Council on this ordinance. McMillan suggested <br />the City send a memorandum out to the affected landowners inviting them to attend the next LMCD <br />meeting. • <br />PAGE 12 <br />
