Sansevere stated <br />he does not recall anyone laughing at Mrs. Clemons and that it was not his intent to be disrespectful to <br />anyone. <br />ZONING ADMINISTRATOR'S REPORT <br />( #4) #01 -2692 ABC SUPPLY COMPANY, INC., 450 OLD CRYSTAL BAY ROAD NORTH — <br />CONDITIONAL USE PERMIT — RESOLUTION NO. 4692 <br />Myron Dahl, ABC Supply Company Representative, was present. <br />Weinberger stated the ABC Supply Company has been leasing the VCI Capital Building since March of <br />2000, with the property being used to store construction supplies. Wholesale and warehouse businesses <br />are listed as "permitted uses" in the Industrial District. The wholesaling operation permits ABC to <br />receive and deliver materials in bulk amounts to and from vendors and contractors off -site. No <br />individual retail is permitted in the Industrial District. The City is not aware of any regular retail <br />operations occurring at this location. ABC's current use of the property is consistent with the intent of <br />the Comprehensive Plan and Zoning Ordinance. <br />ABC is requesting a conditional use permit to allow permanent "outside storage" of stock materials on . <br />the property. ABC has been storing materials outside on the site since moving to the property. <br />Weinberger stated the primary need for outside storage will occur in the spring and early summer when <br />there is expected to be excessive stock on hand for the upcoming construction season. The Zoning <br />Ordinance does not specify what permanent or temporary outdoor storage would be. Staff has reviewed <br />other cities' ordinances and has determined that 72 hours would be considered temporary storage and <br />assumes that items are delivered on a Friday afternoon and are stored on the property until Monday <br />when the items could be brought indoors. <br />Weinberger stated Old Crystal Bay Road runs along the west side of the property line, with a 26 foot <br />wide road, a gate, and an outside storage area located also on the west side of the property. The <br />southern portion of the property consists of employee parking, with the Applicant agreeable to <br />relocating the employee parking along the east side of the property in order to address parking concerns. <br />Weinberger stated the outside storage area will consist mainly of roofing materials and other materials <br />stacked on pallets two pallets high, between six to eight feet in height. In reviewing this application, <br />Staff did take into account some concerns expressed by the adjoining residential property owners <br />regarding screening and landscaping. The conditional use permit/Industrial District standards require <br />the Applicant provide screening to buffer the storage area and activity associated with the outside <br />storage area. <br />The Applicant has agreed to place two signs on the property which requests that any vendor coming to <br />this site would drive around to the building and park on the east side of the property. <br />9 <br />PAGE 12 <br />
