MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />MONDAY, JULY 24, 2000 <br />11 <br />(MAYOR/COUNCIL REPORT, Continued) <br />success, noting there is a lack of funding. <br />Kelley commented there is a problem with people rafting within 30 feet of the shoreline, with <br />a couple of the residents in this area requesting additional patrol. <br />Mayor Jabbour stated the LMCD did approve the additional water patrol concept but that there <br />is an issue relating to the funding and that the LMCD has elected not to make this a top priority <br />at this time. <br />Kelley expressed concern that this matter is not being pursued more actively in light of the fact <br />that all the cities have indicated that additional water patrol is needed. <br />Mayor Jabbour commented this is an issue that needs to be discussed at the time the City's <br />budget is being prepared. <br />Sansevere stated that perhaps the City should consider installing no trailer parking signs on <br />Northshore Drive cast of the Noerenburg Channel to limit parking. Sansevere commented there is <br />also a problem with vehicles waiting to get their boats out of the water as well as the number of <br />vehicles with trailers being parked in this area. <br />Mayor Jabbour commented that there is also a lack of courtesy being shown on the part of the <br />drivers and that access to this dock may need to be limited. • <br />It was the consensus of the City Council to erect no trailer parking signs in the area of <br />Noerenburg Park. <br />Jabbour moved, Sansevere seconded, to direct City Staff to request Hennepin County to <br />erect no car trailer parking signs along County Road 51 in the area of Noerenburg Park, and <br />that parking will be prohibited along County Road 51 all the way to Highway 84. <br />VOTE: Ayes 5, Nays 0. <br />Mayor Jabbour indicated this action is being taken out of concerns for public safety. <br />Sansevcre inquired whether the police department will be notified of this action. <br />Moorse stated the police department will be notified first of the change in parking for this area. <br />Mayor Jabbour indicated he has spoken with the Community Education coordinator as part of the <br />Chamber luncheon that he recently attended. Jabbour indicated he informed the coordinator <br />of the discussion held at the City Council workshop regarding the activities held within the City <br />and the local parks. Jabbour stated as the population in this area and Independence increases, <br />there will be an increase in the use of the local parks, which needs to be considered. <br />Kelley commented once the new Highway 12 is completed, there will be an increase in population <br />and that steps will need to be taken on how to accommodate that added growth. <br />Flint commented that the City of Independence was looking at changing its ordinance regarding • <br />the amount of livestock and horses allowed per acre. <br />Page 10 <br />
