ORONO CITY COUNCIL MEETING MINUTES FOR MAY 22, 2000 *( #3) Regular Council Meeting of May 8, 2000 • Sansevere moved, Flint seconded, to approve the minutes of the Regular City Council meeting of May 8, 2000, as submitted. VOTE: Ayes 4, Nays 0. PARK COMMISSION COMMENTS - Sherokee Ilse, Representative Ilse noted the Park Tour has been rescheduled to July 5th due to the special Consolidation Committee meeting being set for June 5th. Kelley indicated he would be unable to make the Park Tour on July 5th due to the 4th of July holiday, and suggested the tour be rescheduled sometime in the fall. Gappa stated they will consider rescheduling the park tour for the fall. Mayor Jabbour indicated he has been contacted by two individuals who are interested in donating some land to the City for use as park land, and will keep the Park Commission informed of the matter. LAKE MINNETONKA CONSERVATION DISTRICT - Lili McMillan, Representative • McMillan stated the LMCD has been working hard on lake access issues and dock issues recently due to the problems they experienced last year in Mound. McMillan stated there is an issue surrounding a piece of peninsula land located in the Mound area where the people inland were under the assumption they had been deeded lake access rights. The parties have gone through a considerable amount of litigation involving this matter, with the City of Mound requesting to relocate those inland docks into existing fire lanes in an effort to provide dock access to the inland people. McMillan stated the fire lanes are very narrow in width, with a maximum of 30 feet at most of the locations, which do not comply with the LMCD's setback requirements for docks and would require a considerable number of variances. McMillan stated the judge presiding over this case has told the City of Mound that if the LMCD agrees with them on this issue, they may go ahead and locate the docks within the fire lanes. - McMillan expressed frustration over this process and the pressure being felt by the LMCD to approve these docks. McMillan stated the LMCD is also working on the Conversion of Use Ordinance, which would convert commercial property, such as marinas, to allow for other options for redevelopment of those areas in an effort to bring them more into compliance with the LMCD's 1 in 50 rule. McMillan stated the LMCD did attempt to pass a 1 in 20 and a I in 25 rule for these areas, both of which were denied. McMillan stated this issue is in limbo and will be voted on again •
