s <br />ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 24, 2000 <br />(Lake Minnetonka Water Quality Study, Continued) <br />improving the water quality in the local lakes. <br />David Lovelace, Resident, inquired whether the agency is able to tell where the phosphorus is <br />coming from and the amount from farming versus residential that is being produced. <br />Barten stated they can make a rough determination from the land uses in the area. <br />Sansevere inquired whether they have concerns regarding any of the bays <br />Evinson stated his understanding is that the algae can be toxic at times, noting they have had a <br />problem in the past with Halstad's Bay. <br />Barten stated the blue /green algae can produce toxic blooms at times, which happens very <br />infrequently, and in order to be fatal, a person has to ingest a fairly large amount of water. <br />Sansevere encouraged increased public awareness of the condition of the lakes in the area as <br />well as an awareness of the potential safety_ concerns that could occur with decreased water <br />quality. <br />Mavor Jabbour thanked Barten for his presentation and efforts at preserving the water quality in <br />the area. <br />PARK COMMISSION COMMENTS - IRENE SILBER, REPRESENTATIVE <br />Silber stated the Parks Commission has concerns regarding the proposed Snyder Drug development <br />in Navarre, and recommended steps be taken to preserve the oak trees in the area as N,vell as <br />consulting with the City's landscape architect to insure plant suitability. <br />LAKE MINNETONKA CONSERVATION DISTRICT - LILI MCMILLAN, <br />REPRESENTATIVE <br />McMillan expressed her thanks to Barten for providing good insight into the water quality of the <br />local lakes. <br />McMillan reported the LMCD is proceeding with their appeal to the Minnesota Supreme Court <br />regarding the special deputies. noting the\- hope to have a decision on this case by late summer. <br />McMillan stated the channel buoy markers have been installed, with the other buoys to be <br />installed closer to the summer season. <br />McMillan reported the LMCD will be reviewing the number of liquor licenses currently available <br />• and the process of awarding those licenses. <br />
