City o� ORONO <br /> • RESOLUTION OF THE CITY COUNCIL <br /> � NO. 2329 <br /> � <br /> � ' • • RESOLUTION OF RECOGNITION <br /> OFFICER MARR MORAN <br /> ' WHEREAS , the City of Orono is a municipal corporation <br /> organized and existing under the laws of the State of Minnesota, and <br /> WHEREAS, the City of Orono does take the opportunity to <br /> recognize its outstanding employees, and <br /> WHEREI�S, the Orono Police Department in March, 1987 changed <br /> its policy toward drug enforcement to focus on the ultimate user and <br /> the street level dealer using only uniformed personnel; and <br /> WHEREAS, Officer Mark Moran conducted surveillance on a drug <br /> dealer believed to be number seven in standing in the State by the <br /> BCA. Officer Moran collected evidence through hours of surveillance <br /> including search of dealer's garbage. This investigation resulted in <br /> a search warrant which revealed a connection to Columbia and resulted <br /> in an Internal Revenue investigation; and <br /> • WHEREAS, Officer Moran on another occasion made a routine <br /> traffic stop, found trace amounts of cocaine , and then successfully <br /> interviewed the driver and passenger to develop probable cause which <br /> culminated in a search warrant. The search revealed 25 grams of 96� <br /> pure cocaine, which when cut to street level percentage, would bring <br /> $30,0H0 to the dealer. This was a significant arrest; and <br /> WHEREAS, Officer Mark Moran contributed greatly toward the <br /> total of 72 misdemeanor trace amount arrests and participated with <br /> Officers Morowczynski and English in execution of 14 warrants at the <br /> close of our summer effort, putting in numerous 16 hour days. <br /> NOW, THEREFORE BE IT RESOLVED, Offcer Mark Moran be <br /> recognized for his dedication, perserverance, and attention to duty, <br /> making Orono a safer place to live. <br /> Adopted by the Orono City Council on the 14th Day of <br /> December, 1987.
