OFFICER IRVING 07CHIP" ENGLISH , <br /> WHEREAS, the City �of Orono is a municipal corporation <br /> organizec] and existing under the laws of the State of Minnesota, <br /> and <br /> WHER$AS, the City of Orono does take the opportunity to <br /> recognize its outstanding employees , and <br /> WHEREAS , the Orono Police Department in March , 1987 <br /> changed its policy toward drug enforcement to focus on the <br /> ultimate user and the street level dealer, using only uniformed <br /> personnel; and <br /> WHEREAS, Officer Irving "Chip" English made a routine <br /> traffic stop, being alert for marijuana and paraphernalia and <br /> • made an arrest for a small amount of marijuana. He talked to the <br /> suspect and was able to convince the suspect to make a controlled <br /> buy from his supplier . This informant made a number of <br /> significant purchases for the Department. Officer English <br /> developed a great number of misdemeanor cases, becoming a model <br /> for other officers to follow. He participated in many search <br /> . warrants and surveillances in which informants were wearing body <br /> microphones so that the Departinent could document the purchases. <br /> NOW, THLREFORE BE IT RESOI,VED, Officer Irving English be <br /> recognized for his attention to duty, his knowledge of narcotics <br /> procedure , and service to the City. <br /> Adopted by the Orono City Council on this 14th day of <br /> December, 1987. <br /> ----- — ---y----- -------- <br /> ATTEST: Jam� s R.
