c�t� o� oR,oNo <br /> • R�SOLUTION OF THE CITY COUNCIL <br /> � NO. 2327 <br /> � <br /> ' • - • • . <br /> RESOLUTION OF RECOGNITION <br /> OFFICER JAMES MOROWCZYNSFCI <br /> WHEREAS, the City of Orono is a municipal corporation <br /> organized and existing under the laws of the State of Minnesota, <br /> and ° <br /> WHEItEAS, the City of Orono does take the opportunity to <br /> recognize its outstanding employees , and <br /> WHEREAS , the Orono Police Department in March , 1987 <br /> changed its policy toward drug enforcement to focus on the <br /> ultimate user and the street level dealer, using only uniformed <br /> personnel; and <br /> WHEREAS, Officer James Morowczynski made a routine <br /> traffic stop, and being alert for drugs and paraphernalia, he <br /> made an arrest for a. small amount of marijuana. He was able to <br /> � develop the "suspect into making a controlled buy from his <br /> supplier. The supplier was in another community and contact was <br /> established that led to substantial numbers of arrests. Officer <br /> Morowczynski further assisted other officers in developing <br /> informants . <br /> WHERgAS, Officer Morowczynski worked many hours with <br /> another agency with use of informants developed by our officers. <br /> He further planned search warrants and arrest procedures which <br /> culminated in arrests of 13 individuals and seizure of marijuana <br /> worth over $ 17 , 0�l0, cocaine worth approximately $6 , 4l00 and <br /> numerous other drugs. <br /> NOW, THEREFORE BE IT RESOLVED , Officer James <br /> Morowczynski be recognized for his attention to duty, his <br /> knowledge of narcotics procedure, and service to the City. <br /> Adopted by the Orono City Council on this 14th day of <br /> December , 1987. <br /> -- — ----- --- ---- ---------- <br /> ATTE T: Jam s R.
