Byrd: I have your letter of February 23 , 1981 advising that the construction of the new septic system for Mr . Swift has been comp leted. We had the premises inspected today, (February 24th) and we find that the construction is complete and in order . There is one problem. The toilet does not work. P'Ir. l�oward DeSmidt , who inspected the prer,lises , says that water appears to be plumbed to the toilet, but that there is no water running into the toilet. He searched around and tried to find a valve that perhaps was inadvertently shut off , but he could not find one. I am utterly dismayed that after you had made the effort and incurred the expense to have a man out there , and installed a septic system, that you would allow him to leave the premises and not have the toilet working. I attemnted to call your home after learning this from Mr. DeSmidt , but did not get an answer . I recall that you advised you were going to Arizona, but that someone would be at your home to respond to these problems . Perhaps the problem with the toilet was totaliy inadvertent or an oversight by your plumbing and septic man. ti��hatever , it does nothing ro give any peace of mind to Mr . Swif_t or Mr .
