Gaffron, Assistant Zoning Administrator <br /> Date: March 10 , 1986 <br /> Subject: Deering Island CUP: Septic Proposal <br /> The applicants have provided a full design and soils <br /> analysis for the proposed septic system to serve their <br /> anticipated improvements on this 2.65 acre island. In general, <br /> the information submitted confirms that a suitable trench <br /> drainfield system is feasible, with a maximum design capacity of <br /> 1,050 gallons per aay while reserving an alternate site for <br /> future use. <br /> The primary and alternate sites meet all setback <br /> requirements (75' to lakeshore, 3'-plus separation to seasonal <br /> saturated conditions, 75' to proposed wellj so that the city <br /> would expect no lake or well contamination from this system. <br /> The applicants have suggested the proposed use of the <br /> property will be for day-use recreation, i.e. picnicking, <br /> barbecuing, swimming, volleyball, etc., and a combination toilet <br /> building/shower facility is anticipated. As of th�s writing it <br /> is unclear whether additional water-using fixtures might be <br /> anticipated, such as a kitchenette or water softener. Because of <br /> the unknown potential water use, the applicants should be advised <br /> that prudently designed fixtures be incorporated, such as: <br /> - Automatic shut-off faucets for sinks. <br /> - Restricted-flow faucets and showers - perhaps even a <br /> "timed" shower. <br /> - Low-water-use toilets. <br /> - Low-water-use urinal in men ' s room. <br /> - Low-recharge water softener. <br /> The use of this property as suggested by applicants would <br /> appear to fall into the MPCA design category range somewhere <br /> between a "Picnic park with toilet only" and a "Day camp-no <br /> meals", hence I suggest a design flow rate of 10 gallons per day <br /> per user would be appropriate. This may have a somewhat limiting <br /> effect on the number of people that can use the island; with a <br /> drainfield capable of handling 1050 gallons per day, I would <br /> suggest a logical maximum safe number of users per day would be <br /> around 75-125. <br /> Finally, note that there is an existing residence structure <br /> on this island which is in poor condition. This structure has an <br /> existing well of unknown depth and condition; however, it was <br /> producing water as of September 1984. The septic tank serving <br /> 1 <br />
