6 MINUTES OF THE ORONO PLANNING COMMISSION MEETING <br />HELD NOVEMBER 16, 1992 <br />( #4) <br />A) #1785 DAVID CARLSON, <br />600/610/620 BIG ISLAND - <br />PRELIMINARY SUBDIVISION, CLASS II, LOT LINE REARRANGEMENT & <br />CREATION OF EASEMENT <br />B) #1781/ #1782 - 620 BIG ISLAND - VARIANCE /CONDITIONAL USE PERMIT <br />C) #1783/ #1784 - 610 BIG ISLAND - VARIANCE /CONDITIONAL USE PERMIT <br />PUBLIC HEARING 9:21 - 9:39 P.M. <br />The Affidavit of Publication and Certificate of Mailing were noted. <br />David Carlson was present for this application. <br />Mabusth explained at the time the survey was done for the property <br />owners of 600 (Lot 3) and 610 (Lot 2) became aware that they did <br />not own the lakeshore that they historically had been using. Mr. <br />Carlson then asked them to participate in a lot line rearrangement <br />to correct the riparian issue and other mutually benefiting lot <br />line adjustments. Any approval of the lot line rearrangement must <br />address the proposed substandard side setback of the existing cabin <br />on Lot 2. Applicant has advised the structure will be removed. She <br />noted both new structures will be located in the floodplain, as are <br />the existing structures. Because the areas of both seasonal cabins <br />are over 800 s.f. in area, an on -site septic system will be <br />required. The subdivision code requires anytime a private or public <br />easement is created, subdivision approval is necessary. Easements <br />will be provided for Lots 1 and 2 sharing the septic system. <br />Bellows noted the large loft space proposed for the new cabin and <br />the potential for bedroom use expansion. <br />Mabusth stated covenants would have to be executed to restrict the <br />use of the cabin to a two bedroom use. <br />Carlson said because of the cost and the value of the land, he felt <br />the size of the structure was warranted. <br />Kelley stated the Commission is concerned with the preservation of <br />the land and the lake and could not consider monetary concerns. <br />Carlson indicated the subdivision has <br />setback and hardcover requirements.
