MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, November 17, 2003 <br /> 6:00 o'clock p.m. <br /> (#14) #03-2964 BRUCE AND KRIS PADDOCK, 3250 FOX STREET, <br /> PRELIMINARY PLAT, Continued <br /> Acting Chair Mabusth questioned whether there might be any bluff issues with the <br /> subdivision. She asked if upgrades of the road were warranted. <br /> Waataja indicated that they had not performed that analysis. <br /> Gaffron acknowledged that there could be potential bluff issues and indicated that this <br /> would have to be determined. <br /> Waataja stated that the upgrade would not meet 24', adding that this had been explored in <br /> the past and found to have limitations to how wide the road could be. <br /> Stickney stated that the applicants were sensitive to tree preservation and had also met with <br /> both neighbors to address any concerns they might have. In an effort to resolve the <br /> drainage issues faced by the Maass, neighbors at 3175 Fox Street, Stickney stated that they <br /> would propose a catch basin at the top of the property to catch runoff that currently runs <br /> over onto the Maass property. A second drainage berm would run the edge of the lot line <br /> where the current driveway is situated directing flow towards the lake. <br /> Acting Chair Mabusth asked where the access to the development would take place. <br /> Stickney stated that access would be past the existing entry gates and 230' retaining wall. <br /> He reiterated that they have proposed 6 properties without variances and commented how <br /> nicely it will lay out. <br /> David Maass, 3175 Fox Street, stated that drainage is a continual problem for them as their <br /> home is located at the lowest site in the area. Beyond his drainage concern, Maass asked <br /> whether the County drain pipe directing flow from across the road might cause additional <br /> problem. <br /> Although there was no report from the City Engineer at this time, Acting Chair Mabusth <br /> assured Mr. Maass that the Engineer would be reviewing the applicant's drainage plans <br /> and making recommendations. <br /> Gronberg indicated that the County indeed had a catch basin near the road which would <br /> not be eliminated, but enhanced to slow down the runoff. In addition, he stated that they <br /> have proposed to create a 2' swale along the property line to retain the runoff on this site, <br /> which will likely result in solving the current drainage problems faced by the Maass <br /> altogether. <br /> Maass promised to provide the City with photos of the current runoff situation in an effort <br /> to assist the City with its planning. <br /> PAGE 35 of 41 <br />
