• <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, July 21, 2003 <br /> 6:00 o'clock p.m. <br /> (#18 #03-2926 WALTER RINGER JR., Continued) <br /> Drive (Co. Rd. 51). This land is landlocked except for existing driveway easements through the <br /> Murphy property. <br /> 8. Stormwater and Drainage Improvements and/or Easements Needed <br /> Development of the property will likely require creation of stormwater management facilities <br /> which may include storm sewers, swales and runoff rate/quality control ponding within the site. <br /> Again, coordination with the development of the Murphy property may be beneficial from a <br /> feasibility and cost-saving standpoint. The property will be subject to the Stormwater and <br /> Drainage Trunk Fee, established currently at $2700 per acre for the 2-acre zone. <br /> 9. Utility Locations and Availability <br /> The property would be served by private wells and municipal sewer. Municipal sewer with <br /> capacity to serve the small number of units proposed is available in the Crystal Bay <br /> neighborhood just North of North Shore Drive. <br /> 10. Utility Assessments or Connection Fees <br /> Whether a sewer unit connection charge for use of the existing sewer system would be required <br /> of this new development, has yet to be determined. The developer will be responsible for all <br /> costs associated with bringing sewer laterals to serve the proposed new lots, as well as for <br /> obtaining appropriate easements through the Murphy property for the sewer. <br /> 11. Lakeshore Proximity and Conformity with Shoreland Regulations <br /> Lots 1 and 2 are the only lots which will abut the lakeshore, and the only lots which will have <br /> riparian rights. The applicant is not currently proposing any lake access for the non-riparian lots. <br /> 12. Wetlands On Site and/or Impacted <br /> The only apparent wetlands on the site are those abutting the shoreline of Lake Minnetonka. <br /> However, the preliminary plat application should include a completed wetland delineation report <br /> to verify that no other wetlands are present. <br /> 13. Tree and/or Woodland Impacts <br /> The site is heavily wooded with a variety of tree species. Orono does not have a tree <br /> preservation ordinance other than within the 0-75' lakeshore setback zone, where clearcutting <br /> and removal of trees 6" or greater in diameter is prohibited. The developer is encouraged to <br /> preserve as many trees as possible to retain the wooded character of the property. <br /> PAGE 34 of 37 <br />
