He believed staff had tried to locate the culvert once before to no avail. In <br /> addition, Gaffron pointed out that the vegetation and trees lining the property might be an even <br /> larger issue than the wetland. <br /> Chair Smith asked what other methods could be used to mark the access. <br /> Gaffron felt other methods or different size markers than monument markers were available. <br /> Ornstein stated that they created the original design based on City Codes, not realizing a wetland <br /> existed, and now the presence of the wetland has caused issue. <br /> While sympathetic to the need to mark the entrance with the addresses, Chair Smith suggested a <br /> smaller scale or size be considered. <br /> Gaffron pointed out that a sign post would be the bare minimum for this type of marker situation; <br /> however, the City had not been faced with this issue before. <br /> Chair Smith commented that something more permanent than a signpost would be necessary in <br /> this case. <br /> Hawn asked Gaffron if someone from the City could go out to Fox Street, locate the culvert, and <br /> hopefully, unclog the culvert. <br /> Gronberg indicated that his staff could take representatives from the City to the site and check it <br /> out. <br /> Gaffron did not feel it was realistic to expect that, if the City found the culvert and cleaned it out, <br /> the wetland or water level situation would improve along Fox Street. <br /> Hawn questioned why the City had instituted the groundwater management plan and fund, if not <br /> to solve some of these problems like those found on Fox Street. <br /> Bremer concurred that it was rather swampy along Fox Street and that something should be <br /> done. <br /> Despite the conditions along Fox Street, Rahn maintained that the wetland would need to be <br /> delineated. <br /> PAGE 29 of 37 <br />
