MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,July 15,2002 <br /> 6:30 o'clock p.m. <br /> (#02-2776,HENNEPIN COUNTY, Continued) <br /> Weinberger reiterated that the County has no intention to expand the service area being County <br /> Road 15 between Mound and Highway 12 and County Road 19 from Orono to Excelsior. The <br /> County has been there since 1962 and want to keep this site to ensure easier access to the areas of <br /> Highway 15 and County Road 19. <br /> Mabusth questioned whether the City conditioned the retention pond to be in at a certain time. <br /> She felt that to be an important ingredient of the application, which should be finished before <br /> occupation of the new building, takes place. <br /> Philip stated that ponding is planned to be completed along with construction. <br /> Fritzler questioned how the pond would cover the entire site when it is located at the northeast <br /> corner. Would there be internal drainage that occurs to avoid building runoff draining into the <br /> wetland. <br /> Weinberger pointed out that the proposed storm sewers will redirect the runoff flow to the pond. <br /> Fritzler reminded the Commission that, currently, the two wetlands receive everything from the <br /> two lots and should be cleaned up with the new construction. <br /> Weinberger promised to double check that the storm water sewer service would redirect the <br /> drainage as discussed. <br /> Philip stated that, to his knowledge,the design and grading that will occur will redirect <br /> everything so that it heads to the pond. <br /> Mabusth moved, Smith seconded, to approve Application #02-02-2776, Hennepin County, <br /> 3880 Shoreline Drive,the renewal application for a Conditional Use Permit, the <br /> construction of an oversized accessory structure, and construction of a stormwater <br /> management pond on the property, subject to the findings and conditions set forth in the <br /> previous resolution approving this application in June of 2000. Furthermore, approval of <br /> this application will be based on the fact that all drainage from the site will drain to the <br /> new retention pond and that existing wetlands, two within close proximity to the site, be <br /> cleaned out. VOTE: Ayes 6,Nays 1, Hawn opposed. <br /> Hawn stated that she objects to the proposed geographic location for this application. <br /> PAGE 7 of 36 <br />
