MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,July 15,2002 <br /> 6:30 o'clock p.m. <br /> (#02-2801 KATHY MELIN, Continued) <br /> Melin agreed. <br /> Smith moved,Mabusth seconded, to table Application #02-2801, Kathy Melin,3309 Crystal <br /> Bay Road, to allow the applicant time to explore other options for their proposed porch. <br /> VOTE: Ayes 7,Nays 0. <br /> (Recess taken from 8:43 p.m. - 8:53 p.m.) <br /> SCHEDULED PUBLIC HEARING - 8:30 P.M. <br /> (#16) #02-2789 DAHLSTROM DEVELOPMENT LLC, 2550 WEST WAYZATA <br /> BOULEVARD, PRELIMINARY PLAT REVIEW, GENERAL CONCEPT PLAN <br /> APPROVAL AND REZONING FROM RR-1B SINGLE FAMILY RURAL RESIDENTIAL <br /> TO RPUD RESIDENTIAL PLANNED UNIT DEVELOPMENT <br /> 8:54 p.m. - 10:29 p.m. <br /> Steve Johnston, Carolyn Krall, and Kendra Lindahl of Landform Designs, and the applicant Mr. <br /> Dahlstrom, were present. <br /> Gaffron reported that the Applicants had submitted a revised proposal to develop portions of this 51- <br /> acre site via the Planned Unit Development process. Proposed uses include a mixture of residential <br /> housing types to be located north of Kelley Parkway,including 59 rambler townhomes,43 two-story <br /> townhomes, and 66 lofts(condominium units). The proposal would create two commercial outlots <br /> south of Kelley Parkway for future development. Gaffron stated that the Planning Commission met <br /> with the City Council and representatives for the developer last week in a joint work session to <br /> familiarize themselves with the new proposal. <br /> The required approvals include: Proposed rezoning of the residential area north of Kelley Parkway <br /> to RPUD. PUD General Concept Plan Approval is the first stage of the two-stage PUD review <br /> process in which the Planning Commission and City Council review all conceptual aspects of the <br /> proposed development. Finally, the PUD Development Plan Approval will be sought as the final <br /> stage in which the developer will provide detailed plans for implementation of the approved General <br /> Concept Plan, as well as preliminary and final plat documents. <br /> As part of the Concept Plan Review phase, Gaffron stated that the Planning Commission should <br /> focus on both general and detail aspects of the development plan. By identifying issues and <br /> concerns, and defining both positive and negative aspects related to the Concept Plan, the <br /> Commission's goal should be to provide specific direction to the applicant as to how resolve the <br /> PAGE 18 of 36 <br />
