MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> MONDAY,OCTOBER 15,2001 <br /> (#01-2724 MICHELLE AND DAVID TIMP,CONTINUED) <br /> Oberg stated the area where the boulder wall is to be constructed is pretty much virgin ground, with <br /> no extra soil being brought in. <br /> Hawn inquired whether landscape fabric would be used on this project. <br /> Gaffron stated in order to construct the boulder wall properly, landscape fabric would need to be <br /> used. Gaffron stated the boulder wall would be considered hardcover. <br /> Mabusth recommended the Applicant compile some elevations for the area and the view from the <br /> lake prior to this application proceeding to the City Council. <br /> McElhatton reiterated his concerns relating to the global stability of the wall. <br /> Lindquist stated the Planning Commission and City Engineer has recommended that issue be looked <br /> at further. <br /> Kluth inquired whether any additional fill would be needed. <br /> Oberg stated in his view there probably is too much fill on the site, which will need to be hauled <br /> away. <br /> Lindquist moved,Kluth seconded,to recommend approval of Application#01-2724,Michelle <br /> and David Timp, 1000 Wildhurst Trail,granting of a conditional use permit to construct a <br /> boulder retaining wall on the west and lake side of the residence and permit grading greater of <br /> than 500 cubic yards of fill,and a variance to the average lakeshore setback,subject to review <br /> and approval by Staff of a landscape and drainage plan and in cooperation with the adjoining <br /> property owners on the sight lines. <br /> Hawn inquired whether a hardcover variance is needed for the 0-75' setback. <br /> Gaffron stated the City does allow a stairway in the 0-75' setback area. <br /> Weinberger stated the only hardcover shown on the plan is the stairway. <br /> VOTE: Ayes 6,Nays 0. <br /> Hawn recommended the motion be amended to include global stability. <br /> Hawn moved,Rahn seconded,to amend the motion to include the condition that the issues <br /> relating to global stability be satisfied and approved by the City Engineer prior to this <br /> application proceeding to the City Council,with the understanding the erosion controls and silt <br /> fencing will be maintained until completion of the boulder wall and landscaping is established. <br /> VOTE: Ayes 6,Nays 0. <br /> PAGE 21 <br />
