MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> August 20,2001 <br /> (Boat Storage,Continued) <br /> Kluth stated based on tonight's comments,the maximum length of the boats that can be stored on <br /> residential properties appear to be the main source of discontent with the proposed ordinance, and <br /> suggested that perhaps the restriction on the length of boat be reconsidered. <br /> Hawn pointed out that most of the people in attendance at tonight's meeting are owners of lakeshore <br /> property, which tend to be smaller lots, and most of the property owners will have difficulty meeting the <br /> criteria in the ordinance regardless of the size of the boat. <br /> Kluth commented he would like Orono's ordinance to be in step with other nearby communities. <br /> Hawn concurred that the majority of the people in attendance at tonight's meeting are unhappy with the <br /> maximum length of boat proposed. <br /> Kluth noted the trailer would add another three to four feet. <br /> Lindquist inquired what type of enforcement Staff is intending to do should the new ordinance be <br /> adopted. <br /> Gaffron stated the City in the past has enforced the boat storage ordinance whenever there is a <br /> complaint. It is Staff's belief that at least one-half of the boats currently stored on residential properties <br /> are in violation of the existing ordinance, and without someone raising a complaint with the City, Staff <br /> has not dealt with it except by complaint. <br /> Lindquist inquired whether some type of enforcement policy should be put in place. <br /> Gaffron stated he has attempted to convey that once a new ordinance is adopted,people will expect the <br /> City to enforce it, and unless there is language included in the ordinance that says the ordinance will be <br /> enforced only on a complaint basis,there will be some people who are unhappy that the new ordinance <br /> will not be enforced. <br /> Lindquist inquired whether that type of language could be included in the ordinance. <br /> Gaffron stated he would need to consult with the City Attorney. <br /> Hawn inquired whether there is a possibility of creating a conflict resolution board to deal with the <br /> complaints. <br /> Gaffron stated Staff could look at that option, and stated that the people who make up the board would <br /> need to be considered and what authority the board would have. <br /> Smith stated a conflict resolution board would need to be provided some direction by the City or it <br /> would become total anarchy. <br /> Lindquist suggested perhaps another option would be to leave the existing ordinance in place and make <br /> only minor changes to it, such as limiting the boat length. <br /> PAGE 20 <br />
