ORONO PLANNING COMMISSION MEETING <br /> MINUTES FOR MARCH 20, 2000 <br /> • <br /> (#2) #2543 TED EDIN, 3025 CASCO POINT ROAD, VARIANCES, 6:49 p.m. -6:53 p.m. <br /> Ted Edin, Applicant, appeared before the Applicant. <br /> Bottenberg stated this application has appeared before the Planning Commission on two prior <br /> occasions where the application was tabled to allow the Applicant time to redesign a lakeside deck <br /> to conform more with Orono's zoning code. <br /> The Applicant has applied for variances to replace an existing second story deck on the lakeside <br /> of the house due to its deteriorating condition. The deck extends four feet from the house and is <br /> the full width of the house. In addition to replacing the deck, the Applicant is proposing to add a <br /> small section onto the deck approximately 8' by 12'to allow for a sitting area. <br /> Variances to structural coverage, hardcover in the 75-250' setback, and average lakeshore setback <br /> are required on this application. Bottenberg noted the Applicant has reduced the size of the <br /> proposed deck by 12.55 square feet, which reduces structural coverage from 23.3 percent to 23.2 <br /> percent. The Applicant is also proposing to reduce hardcover from 77.11 percent to 67.7 percent. <br /> The redesigned deck will not encroach further into the average lakeshore setback and will be <br /> located approximately 24 feet from the property line. Bottenberg stated the existing deck encroaches <br /> 55 feet into the average lakeshore setback. <br /> Edin had no comment regarding his application. <br /> Hawn acknowledged this process has been somewhat frustrating for the Applicant, noting she is <br /> pleased with the proposed changes. <br /> • Nygard and Berg stated they also liked the proposed changes. <br /> There were no public comments regarding this application. <br /> Nygard moved, Kluth seconded, to recommend approval of this Application #2543, <br /> Ted Edin, 3025 Casco Point Road, to allow variances to structural coverage, hardcover in <br /> the 75'to 250' setback, and average lakeshore setback, subject to the conditions outlined <br /> in the March 20, 2000 City Planner's Report. VOTE: 5-0. <br /> (#4) #2562 CORNERSTONE NEW TESTAMENT CHURCH, 850 WAYZATA BOULEVARD, <br /> CONDITIONAL USE PERMIT AND VARIANCES, 6:54 p.m. -7:05 p.m. <br /> Dave Henderson, Cornerstone New Testament Church, appeared. <br /> Weinberger stated the Applicant is requesting a conditional use permit to permit a "church" on <br /> property located at 850 Wayzata Boulevard. The property currently has an existing building that <br /> was constructed in 1966 and utilized as a religious institution. A special use permit was granted <br /> in 1965 to permit the church use on the site. The current zoning code was adopted in 1975 permitting <br /> churches as conditional uses in the "R" Districts. The property is owned by adjacent property <br /> owners to the north who intend to lease the building to the Cornerstone Church group for an <br /> undetermined period of time thought to be two to four years. <br /> Weinberger stated a variance to the signage is required to permit a 32 square foot on the property, <br /> which exceeds the 12 square feet currently allowed under City Code. <br /> • The Applicant is proposing parking for 30 cars.
