City of Orono Project No: 000139-10047-0 <br />Old Crystal Bay Road Reconstruction Page 3 <br />CITY OF ORONO – OLD CRYSTAL BAY ROAD RECONSTRUCTION <br />1.0 Introduction <br />City Council and staff has requested this report to determine the feasibility of reconstructing Old Crystal <br />Bay Road and the municipal utilities between Old Highway 12 (CSAH 112) and Sixth Avenue North (CSAH <br />6). The proposed project area is shown in Figure 1. <br />In 2006, Orono’s Pavement Management Plan identified this segment of Old Crystal Bay Road as being in <br />poor condition and showing signs of deterioration. In addition to the physical road condition, safety and <br />traffic congestion are concerns regarding the existing road. Located adjacent to this road are the Orono <br />School District schools, the Orono Ice Arena, a child care center, ball fields, a medical office building, and <br />Orono City Hall. Due to these factors, this segment was identified as a high priority and was included in <br />Orono’s 16-Year Transportation Capital Improvement Plan as a street to be reconstructed. <br />This report describes the improvements required to both the streets and utilities to adequately serve the <br />area. The proposed utility improvements are presented in Figures 2, 3, and 4, and two options for the <br />proposed street improvements are presented in Figures 5 (turn lanes) and 6 (roundabouts). Also <br />included in the report are several optional improvements that would increase the safety, functionality, <br />and/or aesthetics of the area. A cost analysis and allocation are also discussed and presented in the Cost <br />Analysis and Funding Options sections.
