DRAFT OLD CRYSTAL BAY ROAD TRAFFIC STUDY, Continued) <br /> <br />district being present. The school has indicated there are a couple of driveways they would be willing to <br />close. In addition, the school district has conducted traffic studies and flow studies into their driveways <br />and they are reluctant to change the access for the buses. <br /> <br />McMillan asked if those traffic studies have been shared with the City. <br /> <br />Loftus indicated they have not. <br /> <br />Israelson stated the school district is very worried about the safety of the students and that if this was a <br />more bikeable/walkable road, they would encourage the students to ride or walk. At the present time they <br />are discouraging people from walking or biking since it is not compatible with the heavy traffic flow. <br /> <br />Franchot noted all of the discussion to date has centered around changing the roadway. Franchot asked if <br />this area were all a field, how the engineers would recommend it be laid out. Franchot reiterated in his <br />view the through road acts more as a constraint and that they should look at this from other angles. <br /> <br />McMillan asked how much wider the road would be. <br /> <br />Israelson stated they are proposing two 12-foot lanes with shoulders, for a total of approximately 40 feet. <br />A turn lane would add another four feet. <br /> <br />Tom Fidler stated with a minimal median, you would have two lanes, a through lane and a turn lane. <br /> <br />McMillan asked if alternate one would have a median. <br /> <br />Fidler indicated it does not. <br /> <br />Kellogg pointed out that since the primary funding source for this project is state aid, they are being held <br />to certain design standards. If it is entirely funded through the state aid system, closing the road in the <br />middle would not be an option. <br /> <br />McMillan asked if the Council should provide some direction on which alternative to pursue. <br /> <br />Kellogg stated as part of the traffic study, they were looking at the street concept and not at replacing the <br />storm water, sanitary sewer, water main or landscaping features. Kellogg indicated they would like to get <br />some direction from the Council to proceed with a feasibility report, which can look at one, two, or all <br />three of the options and price them out. Kellogg stated they can break out the costs for a basic street <br />design with the cost listed for each additional option. <br /> <br />Bremer moved, McMillan seconded, to authorize a feasibility study for Old Crystal Bay Road <br />looking at Alternates 1 and 3, and to invite the Orono School District to a City Council work session <br />to discuss this project. <br /> <br />McMillan recommended the city hall site also be looked at. <br /> <br />VOTE: Ayes 4, Nays 0. <br />Item #02 - CC Agenda - 09/13/2010 <br />Approval of Council Minutes 08/23/2010 [Page 13 of 18]
