MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Wednesday,January 22, 2003 <br /> 6:30 o'clock p.m. <br /> ROLL <br /> The Commission met on the above mentioned date with the following members present: Chair Sandra <br /> Smith, Commissioners David Rahn, J. Mark Fritzler, Liz Hawn,Jeanne Mabusth, Stephanie Zugschwert, <br /> and Jule Hannaford. Representing staff were Planning Director Mike Gaffron and City Planners Wendy <br /> Bottenberg and Jennifer Chaput, and Recorder Kristi Anderson. <br /> Commissioners' Janice Berg and Cynthia Bremer; and Council Representative Mayor Peterson were <br /> absent. <br /> Chair Smith called the meeting to order at 6:34 P.M. <br /> CONSENT AGENDA <br /> (#1)#02-2855 KEVIN GARNETT,450 ORONO ORCHARD ROAD,RENEWAL <br /> CUP/VARIANCE <br /> Hawn moved,Mabusth seconded,to recommend approval of Application#02-2855 Kevin Garnett <br /> 450 Orono Orchard Road, renewing a variance and conditional use permit to permit construction <br /> of a new"guest house"on the property,subject to the property owner filing a restrictive covenant <br /> in the chain of title of the property that would limit use of the guest house to occupants of the <br /> principal structure and their non-paying,guests or domestic employees, and that the guest house <br /> could not be used for a home occupation.VOTE: Ayes 7,Nays 0. <br /> (#2)#02-2850 JOHN AND PATRICIA WALKER, 1318 SPRUCE PLACE,VARIANCE <br /> Hawn moved,Mabusth seconded,to recommend approval of Application#02-2850 John and <br /> Patricia Walker, approving a rear yard setback and hardcover variances in 75-250' setback zone to <br /> construct a deck on the rear of the residence located at 1318 Spruce Place.VOTE: Ayes 7,Nays 0. <br /> OLD BUSINESS <br /> (#3)#02-2854 KEVIN MANLEY 1973 FAGERNESS POINT ROAD, CUP/VARIANCE 6:40-7:18 <br /> P.M. <br /> Kevin Manley,the Applicant, and Eduardo Suarez of Gustafson Design, Inc. were present. <br /> Gaffron explained that on December 9, 2002, the City Council reviewed the application including the <br /> various unresolved issues aside from the retaining wall request and provided direction,much of which <br /> will be addressed at the February Planning Meeting. <br /> At this time, Gaffron reviewed the three proposed boulder wall landscaping plan options for the <br /> Commission. He explained that each of the options incorporates a stairway system to provide continued <br /> access to the lake, and a"first flush"drainage system behind the top of the boulder wall to allow retention <br /> and natural filtration. <br /> PAGE 1 of 29 <br />
