MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Wednesday, January 22, 2003 <br /> 6:30 o'clock p.m. <br /> (#02-2860 SUNSTATE CONCEPTS, Continued) <br /> Hawn stated that, in new construction,the City typically asks for two septic site locations,whereas this <br /> property does not have it. <br /> Gaffron indicated that due to a lack of an alternate site is the reason why City staff recommends the <br /> connection now. <br /> Hawn asked why the home did not have a basement and whether it could. <br /> While other homes in the neighborhood have basements, Gaffron could not say why this one did not. He <br /> offered that the wetland might have impacted the ability to construct a basement. <br /> Gorr stated that the City Sewer Inspector had indicated that the existing system was conforming. <br /> Although a second site is not available, Gorr reiterated that City sewer would be the alternate. <br /> Chair Smith asked if the wetland delineation would be done. <br /> Gorr stated that this would be a future issue to be addressed in the spring or when construction permits. <br /> Gaffron stated that staff would suggest a caveat to the motion be that no deck is built until the delineation <br /> is finished. <br /> Fritzler asked what type of slab the garage sat on. <br /> Gaffron indicated that, while the house sits on 12"block, he was unsure of the garage foundation. <br /> Fritzler pointed out that going to a three-car garage, could reduce the side lot, as well as front yard, <br /> setback requirement. He believed the garage should be cut back to three. <br /> Gaffron agreed, stating that the applicant could make up for the fourth stall by extending the garage <br /> deeper. <br /> Chair Smith stated that the consensus seemed to be that the Commission would support the staff <br /> recommendations. <br /> Based on the original plan, Gorr noted the garage stood on 8"block and 20"footings. <br /> Chair Smith stated that the Commission was ready to make a recommendation based on staff findings or <br /> it could table the application if the applicant so chose. <br /> While Gorr indicated that a 12X12' addition off the back of the garage did not thrill him, he did not wish <br /> to have his application tabled. <br /> Chair Smith asked the Commission if they were comfortable making a recommendation and allowing <br /> staff to work with the applicant to make the necessary garage adjustments. <br /> The Commission agreed. <br /> PAGE 17 of 29 <br />
