MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Wednesday,January 22, 2003 <br /> 6:30 o'clock p.m. <br /> (#02-2859 BLAKE AND MARY BICHANICH, Continued) <br /> Zugschwert felt she could support the 20' setback without seeing the application again. <br /> While he would accept a 20' side yard setback on either side,Fritzler maintained that it be inclusive of <br /> everything, chimney, air conditioning unit, overhangs, etc. <br /> Chair Smith asked if staff would be comfortable with the Commission not seeing the application again. <br /> As long as it was understood everything would be within the setback requirements, Gaffron indicated that <br /> there would be no real need to bring the application back before the Commission. <br /> Bichanich asked if 1' overhangs would need to meet setbacks. <br /> Gaffron reiterated that they would count as encroachments in a substandard setback zone. <br /> Bichanich explained that, aesthetically, the standard overhang should be allowed outside the building <br /> envelope. <br /> Hawn asked how large the overhangs were in the proposed construction and whether the Commission <br /> could support standard overhangs. <br /> Bichanich stated that the overhangs vary from 1-4' for architectural interest. <br /> Rahn stated that he could support 2' overhangs on either side of the home encroaching into the 20' <br /> setback, but not 4' on either side. <br /> Hawn stated that she would be alright with 4' overhangs encroaching into the side yard setback. <br /> Hawn moved,Mabusth seconded,to approve Application#02-2859,Blake and Mary Bichanich, <br /> granting lot area and lot width variances,and side yard setbacks of 20' on either side of the <br /> residence with a maximum of 4' roof overhangs on either side encroaching into the side yard <br /> setback areas, subject to removal of the existing shed in the 0-75' hardcover zone and because it is a <br /> long and narrow shaped lot,in order to construct a new house on the property located at 332 <br /> Westlake Street. VOTE: Ayes 6,Nays 1,Fritzler dissenting. <br /> Fritzler indicated that he could not support a 4' overhang encroachment into the sideyard setback. <br /> (Recess from 9:08-9:15 P.M.) <br /> (#8) #02-2860 SUNSTATE CONCEPTS,INC., 1955 HERITAGE DRIVE,VARIANCES 9:15- <br /> 10:04 P.M. <br /> Todd Gorr,Applicant, was present. <br /> Gaffron summarized the applicant's request for lot area and side setback variance for construction of a <br /> new residence to replace the existing residence on the property.
