I think I finally have a few answers for you. <br /> As of 2014, the Met Council's SAC fee is grandfathered. Apparently according to our City C�erk this could change based <br /> on the Met Council's current rules. There are no City SAC or WAC fees due for the property when a new home is built. <br /> Lyle Oman (City Building Official) and I discussed your question regarding the well and determined that constructing a <br /> residence over the properly sealed private water supply well should not be a problem. <br /> The minimum standards needed for a living space to be considered a principal structure/dwelling are covered under the <br /> 2006 International Residential Code Sections R304 & R306 and are summarized below as follows: <br /> • Minimum area: one habitable room not less than 120 square feet gross floor area; <br /> • Other habitable rooms shall not be less than 70 square feet (exception: kitchen; <br /> • Habitable rooms shall not be less than 7 feet in width in any horizontal distance; <br /> • A full bathroom must be provided which includes: water closet, lavatory, and bathtub or shower; <br /> • Must be provided with a kitchen area which includes a sink. <br /> If you'd like more specific detail regarding minimat dwellings please contact Lyle Oman at 952.249.4625. <br /> Regarding the storm sewer: We would not support a structural or non-structural (patio, etc) encroachment closer than <br /> 10'to the line. If you wish to pursue moving the inlet and storm sewer line, as you mentioned in our meeting, you would <br /> need to pay for the City's engineer to conduct a feasibility study. The study would determine the feasibility of moving the <br /> line and the approximate cost to do so. You would also be responsible for the cost of the project to move the line.
