WATERTOWN ROAD PHASE 2 (continued) <br /> <br />The low bid was from Valley Paving in the amount of $606,568.92, with Bolton & Menk proposing to <br />provide construction oversight services for a fee not to exceed $69,500. <br />Construction on this phase of the project is scheduled to begin in June of this year, with completion <br />expected by the end of the summer, 2016. Edwards indicated Valley Paving was also apparently the low <br />bidder on the Long Lake portion of the project. Overall the total project cost is $831,069. <br /> <br />Council Member Walsh commended the Public Works Department for obtaining a number of bids related <br />to this project as well as Mr. Edwards’ efforts on reducing the cost of the blacktop. Walsh stated he is <br />looking forward to completing the next project, which is Fox Street, with the money that was saved on <br />this project. Walsh stated saving money on the asphalt allows the City to complete more projects. <br /> <br />Levang moved, Walsh seconded, to award the Watertown Road project to Valley Paving in the <br />amount of $606,568.92 and authorize Bolton and Menk to provide construction oversight services <br />for a fee not to exceed $69,500. WATERTOWN ROAD WITH LONG LAKE AWARD APPROVAL <br /> <br />Walsh moved, Printup seconded, to accept the design and authorize the solicitation of bids for the <br />Watertown Road project. VOTE: Ayes 5, Nays 0. <br /> <br />*6. LONG LAKE CREEK SUBWATERSHED PARTNESHIP <br /> <br />Walsh moved, Printup seconded, to adopt RESOLUTION NO. 6610 a Resolution to Partner with <br />Other Intergovernmental Agencies in Seeking Grants and to Improve Water Quality in the Long <br />Lake Creek Sub watershed. VOTE: Ayes 5, Nays 0. <br /> <br />7. LURTON OFF LEASH DOG PARK <br /> <br />Edwards noted he provided an update on the Lurton off-leash dog park at a work session approximately <br />two months ago. Since that time the plans have been finalized further. The proposed scope of the project <br />is to transition Lurton Park into an off-leash dog park in 2016. Work includes the design/master plan for <br />the park, development of a fee for use policy/ordinance, the installation of fencing, parking lot expansion <br />and the provision of latrine and garbage facilities. Other improvements include a well, additional picnic <br />tables and benches, shade structure, and interpretive signage. <br /> <br />The total cost of the project is $159,462. There are two possible funding sources for the project, the Park <br />Fund or the Lurton Park Fund. Staff recommends the project be funded out of the Park Fund, with the <br />Lurton Park Fund being preserved to continue funding prairie maintenance and other future minor <br />improvements at the park. <br /> <br />Edwards stated in order to cover the additional expenses associated with managing a dog park, most <br />municipalities charge a fee for a park pass. Staff proposes the following fees for the dog park: Annual <br />passes will be in the form of a rearview mirror hanger for the vehicle and a wallet pass/receipt for the dog <br />owner. The annual permit would be $25 for residents and $35 for non-residents. The pass would be valid <br />from the purchase date until December 31 of the same year. <br />
