However in this situation I just see this as a <br /> wash clerically and feel that the request is unreasonable for the following reasons. <br /> • The purpose of an audit is to catch mistakes, and correct them. <br /> • If we can't do audits within in time frames, that allow you to correct things— <br /> cities, homeowners or contractors shouldn't be penalized. <br /> • I see this situation as a simply cleaning the books. I don't see it as a property <br /> that we would have collected SAC anyway; because they were Grandfathered in. <br /> It's a simple wash. Something we would have put on the books for two months <br /> only to take off in two months. <br /> • This would have been a wash in the same year, had we not had a clerical error it <br /> would have not been an issue. Demo in September (put on the books), and <br /> Rebuilt in November(take off the books). It's not a case where we would have <br /> actually collected money anyway. I see it as being an internal clerical correction, <br /> just to know that a rebuild has been done. <br /> • In past audits, we have made corrections, and never have we been asked to write <br /> an appeal. I just see this as unusual measures to correct an error. I am happy to <br /> write the letter, in hopes to correct the situation. <br /> • The question I have, if we have made these corrections in the past; because an <br /> audit was done for similar situations. How can we justify making changes in the <br /> past, but try now to collect money, when it was a situation that they were truly <br /> grandfathered in. My question would be wouldn't we have to do that for <br /> everyone? All Cities, not just Orono? <br /> I am asking on behalf of the City, the homeowner and contractor; that you see this as a <br /> clerical correction to simply make note of it. I am also asking that we are exempt from <br /> trying to collect SAC from a permit that was issued 2 years ago, simply because of a <br /> clerical error at that time that was not caught until 2008; because of the Grandfathered <br /> status would have been a wash anyway. <br /> I have never written a letter of appeal, and hoping this explains the situation.
